Iran: Prisoner chained to prison fence for long hours

Prison authorities on July 17, 2017, chained an inmate to fence for long hours and left him out in summer hot weather in Ardabil Central Prison, northwest Iran. The prisoner Afshin Zeinali was returned to ward at dawn on July 18.
This is not the first time he has been punished this way as this is a common practice in this facility.
In yet another case, in the past January, Mohammad Saber Malekraisi cuffed to a lamp post and left out in the winter cold for 14 hours in Ardebil Prison’s courtyard.
